The French national center for local and regional administration published material on state structure and local administration of Nakhchivan

NUHÇIXAN Agency, referring to the official web portal of the Congress of Local and Regional Authorities of the Council of Europe, reports that The French national centre for local and regional administration (Centre national de la fonction publique territoriale – CNFPT) has just launched the Barometer of Local Institutional Reforms in Europe, a tool providing a statistical analysis of local authorities in Europe. In the section of this report on the special status of the Nakhchivan Autonomous Republic, it was noted that the autonomy is a landlocked exclave of Azerbaijan surrounded by Armenia, Iran and Turkey. This geographical position justifies the special legal and administrative status granted to the region, as an autonomous republic within Azerbaijan. It was also noted, that Nakhchivan Autonomous Republic’s constitutional/legal status is determined by the Constitution of the Republic of Azerbaijan, the Constitution of the Nakhchivan Autonomous Republic, and two international treaties (the Treaty of Moscow and the Treaty of Kars, signed on 16 March and 13 October 1921 are respectively and still in force). Consequently, the status of the Nakhchivan Autonomous Republic is defined by both domestic law and international treaties. Referring to the political system of the Nakhchivan Autonomous Republic, the report states that autonomy has a parliamentary system of government. The document also contains materials on the parliament, the highest official person, several political institutions, including on the bodies of territorial and local self-government of the autonomous republic.
